On June 24, 2023 a group of roughly 15 neo-nazis, consisting of members of the Sacramento Proud Boys, Patriot Front, White Lives Matter CA, and NorCal Active Club, harassed a children’s pride event at the Sacramento Children’s Museum. Present with NorCal Active Club was Harley Ray Petero Jr. (a.k.a.: “Scottie BigBalls”) of Modesto, CA. Petero is a member of the Goyim Defense League, a neo-nazi hate group, and is responsible for recent antisemitic disruptions during Sacramento City Council meetings public comment section, as well as for distributing GDL fliers throughout the Central Valley.

Who are White Lives Matter California?

White Lives Matter is an international white nationalist propaganda initiative attempting to make neo-nazi politics more palatable through vague “pro-white” messaging. In California, the group has worked with members of other hate groups such as the Ku Klux Klan, the Hammerskin Nation, the Proud Boys, Patriot Front, Golden State Skinheads, the Goyim Defense League, the Aryan Freedom Network, Clockwork Crew, and countless other fringe white supremacist groups. Their activity has mainly consisted of freeway overpass banner drops and stickering.

What is NorCal Active Club?

NorCal Active Club is a self-styled neo-nazi fight club inspired by (and distantly connected to) Robert Rundo’s Rise Above Movement. NorCal Active Club has recruited from the Northern California membership of White Lives Matter California, and attempts to embody what they call “Nationalism 3.0,” which they hope will usher in a white nationalist ethnostate. (For clarity, “Nationalism 1.0” refers to old school neo-nazi skinheads, often called boneheads, and “2.0” refers to the “Alt-Right.”)

For Active Clubs and similar overlapping groups like Patriot Front, a nationalist culture is thought to be born through hyper-masculinity, athletics, MMA tournaments, and anonymous flash-mob style demonstrations, as well as flyering, banner drops, and putting up fascist propaganda stickers. “Nationalism 3.0” has been heavily pushed by Media2Rise, and through the fascist lifestyle clothing brand Will2Rise, both heavily overseen by Rundo (prior to his recent arrest in Romania), fascist videographer Allen Michael Goff, and SoCal RAM member Grady Mayfield. Active Clubs are further influenced by a culture of neo-nazi telegram chats informed by smaller regional groups like Nationalist Social Club 131. Based in New England, NSC-131 and followers of their tactics and organization model ape autonomist aesthetics and attempt to mimic antifascist and anarchist tactics.

What is the Goyim Defense League?

The Goyim Defense League is an explicitly genocidal group of neo-Nazis and antisemitic conspiracy theorists based around the social media presence of failed actor/rapper Jon Eugene Minadeo II. Previously a resident of Petaluma, CA, Minadeo has relocated to Florida, where he has worked with the National Socialist Movement and NatSoc Florida, two explicitly Neo-Nazi groups. Group “activism” is largely comprised of livestreaming, “Omegle trolling” or “irl” (in real life) antisemitic harassment, including banner drops and mass distribution of antisemitic flyers. The GDL semi-regularly holds “Name the Nose” tours, which are essentially antisemitic hate roadtrips. During one of these “tours” in Texas, a young neo-nazi emboldened by the increased level of open neo-nazi activity attempted to burn down the Congregation Beth Israel synagogue in Austin, Texas.

Goyim Defense League Activity in the Central Valley

Tattoos visible on Scottie BigBalls’ Odysee profile compared against photos posted on Haley “Halez” Phillips’ Facebook profile of her husband, confirm Harley Ray Petero Jr.’s identity as “Scotty”. Phillips’ social media history further confirmed “Scottie” as Petero’s alias when she documented his cover-up of an Insane Clown Posse “hatchetman” tattoo.

A relatively recent member of NorCal Active Club as of 2023, Petero has become a regular face at nazi showings in the Central Valley, and attempted to make a name and career for himself as a nazi merch salesman under the alias “Scottie BigBalls”. He is heavily involved with the Goyim Defense League, has led harassment campaigns of both Walnut Creek City Council and Sacramento City Council, and has distributed antisemitic fliers repeatedly in Modesto and the Central Valley.

Additional footage from a post on Phillips’ Facebook profile appears to show the two attending Straight Pride in Modesto, CA, in August 2022 to surveil people protesting the yearly anti-LGBTQ hate rally, which is organized by christofascist Don J. Grundmann. Petero also appears to be involved in administrating the GDL Flyers website in some capacity.

The Petero Family

Haley Phillips and Harley Petero’s introduction to openly antisemitic politics was likely through the Q-Anon subsection of the MAGA movement. Coming from a family of Juggalos (fans of the horrorcore band Insane Clown Posse), the Petero family along with Haley Phillips was featured in a 2009 Modesto Bee article describing a run in with the Central Valley Gang Impact Task Force over supposed “Juggalo” gang affiliation.

Petero’s family seem to have a generally favorable view of his lifestyle choices, and he appears to have been in a relationship with Haley Phillips for over a decade.

Accelerationist Connections and Violent Fantasies

Due to Harley Ray Petero Jr.’s traveling throughout the state to regularly engage in racist, anti-LGBTQ, and antisemitic “activism”, his involvement with regional neo-nazi groups, his accelerationist leanings, and armed status, we believe this information is in the interest of Modesto residents, as well as to NorCal anti-racists as a whole.
